Removes the annual cap on redevelopment fees remitted by the Department of Revenue to redevelopment authorities, eliminating the restriction that limited fees to Fiscal Year 2014-2015 levels

Extends the sunset date for "closed or realigned federal installation" definition from January 1, 2028 to June 30, 2043, allowing continued eligibility for redevelopment fee programs

Applies to federal defense sites that lost 3,000 or more jobs since December 31, 1990, or military bases closed under federal Base Closure and Realignment Acts

Eliminates the requirement that state revenues received under the Rural Development Act be shared based on job locations at the Charleston Naval Complex

Takes effect upon Governor's approval
