Authorizes voters to recall and remove county commissioners at any time through a petition and special election process

Requires petition signatures from either 15% of registered voters in the commissioner's district or 5% of county voters if the commissioner serves the entire county, with signatures valid only if signed within 60 days of filing

Limits recall grounds to 10 specific allegations: corruption, crimes in office, drunkenness, gross incompetency, gross partiality, malfeasance, misconduct, nonfeasance, oppression, or theft

Mandates a special recall election within 60 days of petition submission to the board of commissioners, unless filed within 90 days of an existing primary, general, or statewide election

Allows the targeted commissioner to appear on the recall ballot without nomination; if no challenger is nominated, no recall election is held and the commissioner remains in office
