Prohibits operating a motor vehicle while using a mobile electronic device, with violations classified as a Class 2 misdemeanor

Exempts emergency responders (law enforcement, firefighters, EMTs, paramedics) performing official duties and public utility employees acting within their employment scope

Permits mobile device use for emergency purposes including contacting 911, calling emergency services, reporting fires/accidents/hazards, reporting reckless or impaired drivers, and reporting crimes

Allows GPS/navigation use only if the operator is not manually entering information while driving

Removes the previous exemption for dialing phone numbers or activating device features, but adds a new exemption for voice-operated or hands-free device use (with brief tapping allowed to activate features)
