Increases the penalty for first-degree rape (victim under 13 years old) from a Class C felony to a Class B felony

Adds a new mandatory minimum sentence of 10 years for adults convicted of sexual contact with a victim under 13 years old under § 22-22-7

Repeals § 22-22-1.2, which previously established mandatory minimum sentences of 15 years for first-degree rape and 10 years for sexual contact with victims under 13

Relocates the 10-year mandatory minimum for sexual contact offenses from the repealed section into § 22-22-7 directly

Allows courts to depart from mandatory sentences under § 22-6-1.2 or § 22-22-7 when mitigating circumstances exist, with written findings required
