Appropriates $402,000,000 in federal fund expenditure authority to the Department of Health for implementing the rural health transformation program authorized by the federal One Big Beautiful Bill Act (Pub. L. No. 119-21)

Requires the Department of Health to submit quarterly expense reports to the Department of Legislative Audit and Legislative Research Council, itemized by program initiative, until funds are exhausted

Unexpended or unobligated funds revert by October 30, 2027 under chapter 4-8 procedures

Declares an emergency, making the act effective immediately upon passage and approval
