Prohibits the sale, holding, offering for sale, distribution, and manufacture of products containing cell-cultured protein in South Dakota for a 10-year period from July 1, 2026 through June 30, 2036

Defines "cell-cultured protein" as food products made from cell cultures or DNA of host animals grown outside a live animal, but excludes proteins from microbial fermentation, enzymatic processing, traditional food cultures, and biotechnology used for pharmaceuticals, vaccines, or dietary supplements

Establishes violations as a Class 2 misdemeanor, with enforcement through department inspections of food service establishments upon receipt of complaints and authority to issue stop-sale orders

Authorizes seizure and condemnation of cell-cultured protein products through circuit court action, with disposal by destruction or court-directed sale

Permits suspension, revocation, or denial of food service establishment licenses and meat processing licenses upon conviction
