Appropriates $20,656,978 total for state employee salary payments: $8,454,195 from the general fund, $3,524,321 in federal funds, and $8,678,462 in other funds

Provides each state employee a payment equal to 1.5% of their current salary, distributed monthly as one-twelfth of the total amount

Requires employees to have been employed as of January 1, 2026 to qualify; employees who leave state employment forfeit remaining payments

Bureau of Finance and Management responsible for distributing funds to all state agencies and governmental entities

Effective June 30, 2026, with unexpended funds reverting by June 30, 2027
