Registered sex offenders are prohibited from residing within community safety zones, which include areas near schools, public parks, playgrounds, pools, domestic abuse shelters, and sexual assault shelters

Exceptions allow residence if the offender is incarcerated, in a halfway house on parole/probation, admitted to a homeless shelter, placed in a licensed health care facility, was under 18 at the time of offense and not tried as an adult, or has a court exemption

Grandfathering provisions protect offenders who established residence before July 1, 2006 (for school/park zones) or July 1, 2024 (for domestic abuse/sexual assault shelter zones)

Violations constitute a Class 6 felony for first offense and Class 5 felony for subsequent violations

Declared an emergency measure, taking effect immediately upon passage and approval rather than the standard effective date
