Prohibits any person from compensating another person for circulating petitions for initiated measures, constitutional amendments, or referred laws in South Dakota

Requires circulator handouts to include a statement that the circulator is not being compensated, replacing the previous requirement to disclose whether they were paid and the payment amount

Removes the statutory definition of "paid circulator" and "volunteer circulator" from election law, replacing them with a new definition of "compensate" that excludes reimbursement for legitimate expenses

Mandates that petition circulators must be South Dakota residents at least 18 years of age

Establishes that any petition found by a court to violate the compensation ban must be deemed void ab initio (void from the beginning)
