Creates four new small-batch alcohol license categories in South Dakota: small-batch winery (max 3,750 gallons/year), small-batch distillery (max 1,250 gallons/year), small-batch cidery (max 300 barrels/year), and small-batch brewery (max 750 barrels/year)

Sets license fee at $500 for each small-batch license category, matching fees for existing artisan/micro license classes

Requires small-batch wineries and distilleries to use at least 50% and 30% South Dakota-grown raw materials respectively, with exceptions when local products are unavailable

Permits small-batch licensees to sell their products on-premises for on-sale or off-sale consumption, but restricts wholesale and retail distribution privileges compared to larger license classes

Exempts small-batch licensees from the prohibition on manufacturers having financial interests in retail businesses, and protects higher-tier licensees from losing their license class if production falls below small-batch thresholds
