Reorganizes and clarifies definitions in South Dakota's special education funding statutes (§ 13-37-35.1) by renumbering and alphabetizing terms while maintaining the existing six-level disability classification system

Retains per-student funding allocations for FY2026: Level 1 (mild) at $7,650.45, Level 2 (cognitive/emotional) at $16,759.91, Level 3 (sensory/physical) at $23,139.68, Level 4 (autism) at $18,053.89, Level 5 (multiple disabilities) at $37,039.28, and Level 6 (prolonged assistance) at $11,838.15

Maintains the local effort calculation using a special education levy of $1.262 per $1,000 of property valuation for taxes payable in 2026 and thereafter

Adds new definitions for "deaf-blindness," "nonresident student," and "statewide local need" to provide greater specificity in funding calculations

Preserves the index factor mechanism that adjusts annual allocations by the lesser of the consumer price index change or 3%
