SD HB1104

Expands the types of healthcare providers who can certify disability for special license plates and parking permits to include physician assistants, chiropractors, physical therapists, and certified nurse practitioners (in addition to physicians)

Requires that disability certifications must be within the certifying practitioner's applicable scope of practice under their Title 36 license

Allows parents or legal guardians of dependents with substantial physical disabilities to apply for special license plates when they transport the dependent

Special plates and portable parking certificates must be surrendered within 30 days if the holder no longer qualifies or is deceased

Establishes penalties: Class 2 misdemeanor for failure to surrender plates/certificates; Class 1 misdemeanor for submitting false or fraudulent applications or altering certificates
