Amends § 13-54-11 governing county extension boards that oversee cooperative extension work in South Dakota counties

County extension boards must consist of 5 or 7 members, with at least 2 farmers and at least 1 county commissioner

Board members serve staggered terms of 1 to 3 years, with terms expiring on January 10th

Membership may not be denied based on color, creed, national origin, race, or sex, and must reflect the county's racial population mix and interest groups served

Boards must organize after January 10th each year to elect a president, vice president, and secretary-treasurer from among members
