Amends South Dakota statute § 43-25-18.3 governing lands conveyed for public purposes such as benevolent, charitable, educational, or religious uses

Allows courts to modify deed restrictions when changed conditions make it impossible or impractical to use the land for its original intended purpose

Adds "pledged" to the list of actions courts may authorize, enabling property to be used as collateral while still serving its general public purpose

Permits courts to authorize sale of the land at the highest obtainable price, with proceeds reinvested consistent with the original instrument's purpose
