Clarifies residency requirements for voting in municipal and school district elections by requiring individuals to be registered voters and residents of the jurisdiction at the time of election

Defines three categories of qualifying residents: those who became residents under § 12-1-4 and lived there at least 30 consecutive days per year; full-time postsecondary students who were residents before leaving for education; and active duty military members whose home of record is within the jurisdiction

Changes the challenge procedure for voter residency qualifications from § 12-18-10 to §§ 12-4-59 through 12-4-63

Prohibits contesting an election based on a non-resident voting if that individual's qualifications were not challenged through the proper statutory procedure

Effective December 1, 2026
