Creates a new crime prohibiting entry or remaining on premises of a place of worship, or within 50 feet of any exit, one hour before or after worship services

Prohibited conduct includes intent to disrupt services, menace or harass congregants or employees, engage in political intimidation, or incite fear of violence

Violation is classified as a Class 5 felony (punishable by up to 5 years in state penitentiary under South Dakota law)

"Place of worship" defined as a structure where people regularly assemble for worship, ceremonies, rituals, and religious education, identifiable by design, signs, or architectural features

Declared an emergency measure, taking effect immediately upon passage and approval rather than the standard July 1 effective date
