Repeals the requirement that birth centers be located within 30 minutes driving time of a hospital providing routine birth services

Shifts risk assessment and client evaluation responsibilities from "the birth center" to the individual "practitioner," who must assess clients before admission and continuously throughout pregnancy, delivery, and postpartum

Defines authorized practitioners as physicians, certified nurse midwives, and certified professional midwives

Requires at least one practitioner or registered nurse on duty whenever a client is in active labor, with licensed practical nurses under direct supervision

Adds new requirement for written care plans addressing each client's medical, physical, mental, and emotional needs, approved by the attending practitioner
