Repeals existing § 34-20B-115.1, which currently regulates kratom product standards including limits on 7-hydroxymitragynine content (2% cap), labeling requirements, and prohibitions on adulterated products

Shifts South Dakota's approach from a regulated market with age restrictions and product safety standards to a complete ban for all ages
