Repeals the 11-member medical marijuana oversight committee appointed by the Executive Board of the Legislative Research Council, which included 4 legislators, 3 healthcare providers, 2 law enforcement representatives, 1 counselor, and 1 qualifying patient

Eliminates the committee's biennial leadership selection process requiring the chair and vice chair to be legislators from opposite chambers

Removes the requirement for the committee to meet at least twice yearly to evaluate patient access, dispensary effectiveness, testing facilities, and security safeguards

Ends the committee's role in making recommendations to the Legislature and Department of Health on medical cannabis program regulations, research, and clinical aspects
