Adds multiple synthetic opioids from the nitazene class, including isotonitazene, metonitazene, protonitazene, and butonitazene

Adds amineptine, mesocarb, and methiopropamine to the controlled substances list

Schedule I classification applies to all isomers, esters, ethers, salts, and salts of isomers of the listed substances
