Creates two-tier esthetics licensing system: basic esthetics (600 hours of education) and advanced esthetics (additional 400 hours), replacing the single esthetician license

Advanced estheticians may perform additional procedures including chemical exfoliation, microneedling, microdermabrasion, dermaplaning, electrical energy treatments, lymphatic drainage, and eyelash extensions using UV light

Existing esthetician licenses issued before January 1, 2027 automatically convert to basic esthetics licenses; holders may apply for advanced licensure by demonstrating adequate training and experience without completing the 400-hour requirement

Sets education requirements at 1,500 hours for cosmetology, 400 hours for nail technology, 600 hours for basic esthetics, and 400 hours for advanced esthetics
