Adds public libraries to the list of locations where registered sex offenders are prohibited from loitering, alongside existing community safety zones

Removes the previous exception that allowed registered sex offenders to be present in these areas for observing or contacting a minor related to them or in their care and custody

Exemptions remain for offenders who were under 18 at the time of offense and not tried as adults, or those granted court exemption under § 22-24B-28

First violation constitutes a Class 6 felony; subsequent violations elevated to Class 5 felony
