Establishes civil penalties of at least $100,000 per violation plus $10,000 per day for continuing violations, with fines deposited into a new Weather and Climate Modification Monitoring Fund

Requires public and private airport operators to file quarterly reports with the Department of Transportation identifying any aircraft equipped with atmospheric dispersal equipment, with an exemption for agricultural spraying aircraft

Directs the Department of Agriculture and Natural Resources to create an online complaint form and promulgate rules for investigating violations and monitoring compliance

Requires businesses with South Dakota facilities that intend to conduct weather modification activities from outside state borders to disclose planned chemicals to the Secretary of State
