Highway Patrol, Department of Transportation, sheriffs, and peace officers may arrange removal of disabled vehicles, spilled cargo, and personal property from highways and rights of way when drivers cannot do so expeditiously

Vehicle owners are responsible for all removal costs incurred by the state, political subdivisions, or removal agencies acting on their behalf

Law enforcement and removal agencies are shielded from liability for damages to disabled vehicles, cargo, personal property, and surrounding areas unless gross negligence or willful and wanton misconduct occurs

Authority extends to removing disabled boats, motor vehicles, off-road vehicles, and snowmobiles from public waters, with the Department of Game, Fish and Parks also authorized to act

Liability protection applies equally to state agents and any removal agency or person acting under law enforcement direction during removal operations
