Establishes the South Dakota-tribal consultation commission to foster cooperation between the state and nine federally recognized Indian tribes while respecting tribal sovereignty and self-governance

Commission membership includes the Governor (or cabinet designee), Secretary of Tribal Relations, one representative from each of the nine tribes, one House member, and one Senator

Requires quarterly meetings where the Governor must report on state initiatives and receive tribal feedback on potential impacts to tribes

Department of Tribal Relations provides administrative support; commission elects its own chair and vice chair at initial meeting

Annual report of findings and recommendations due to the Governor by December 1st each year
