Authorizes the South Dakota Cosmetology Commission to credit work experience toward educational hour requirements for out-of-state applicants seeking cosmetology, nail technician, or esthetician licenses

Allows out-of-state applicants with non-equivalent cosmetology-related licenses to qualify for South Dakota licensure if their work experience compensates for education hour deficiencies

Sets work experience credit limits: 750 hours maximum for cosmetologists, 200 hours for nail technicians, and 300 hours for estheticians, with two hours of work experience equaling one hour of education

Requires applicants whose work experience is more than five years old to complete a commission-approved safety and infection control procedures course

Mandates the Cosmetology Commission file amended rules with the Secretary of State by September 1, 2026
