Appropriates $5,500,000 from the general fund to the Department of Public Safety for grants to nonprofits serving abused/neglected children, domestic violence victims, sexual assault victims, and trafficking victims

Grant applications accepted annually from July 1 through August 31; priority given to organizations that have attempted to raise funds independently

Eligible uses include 24/7 emergency services (food, lodging, transportation), licensed counselor services, crisis lines, case management, sexual assault nurse examiner training/employment, and child advocacy center services

Grants prohibited for establishing new programs/organizations or providing legal services; funds limited to services not fully funded by other department resources

Effective June 30, 2026; recipients must submit annual reports detailing services delivered and number of unique individuals served
