Adds "booster club" to the list of organizations authorized to conduct bingo games and lotteries without being classified as illegal gambling under South Dakota law

Allows booster clubs to purchase and use coin or bill operated mechanical pull-tab dispensing devices from distributors or manufacturers

Pull-tab devices may be placed in up to two licensed establishments not owned by the booster club, with each establishment limited to one device

All proceeds from pull-tab device operations must be retained by the booster club, with no direct benefit to individuals

Organizations must still comply with existing requirements including 30 days' written notice to local governing bodies, a $2,000 maximum prize per bingo play, and compensation limits of state minimum wage or $60 per hour
