Counties and municipalities may issue licenses for cigar bars to operate on premises that already hold certain on-sale liquor licenses, following a public hearing process

Licensed cigar bars must have a humidor, be fully enclosed with solid walls/ceiling/door, have ventilation preventing smoke from reaching nonsmoking areas, and generate at least 10% of annual gross income from cigar sales

Licensed establishments are exempt from state smoking restrictions (§§ 34-46-13 to 34-46-15) but may only permit smoking of cigars purchased on-premises—no other tobacco products allowed

Licenses may be revoked or suspended after a hearing if the establishment fails to meet requirements or violates tobacco laws, with 30 days notice to the licensee and 7 days public notice required

Cigar bar licenses are non-transferable and cannot be sold to another person
