Parties and witnesses in administrative contested case proceedings may obtain interpreter or translator services, with compensation determined under procedures established in the act

State agencies must procure and appoint a disinterested interpreter or translator when needed, and pay reasonable compensation from the agency's appropriated operating funds

Prevailing parties may recover interpreter or translator expenditures necessarily incurred in gathering evidence or bringing the contested case that were not already covered by the agency

Amends South Dakota statute § 1-26-18 governing administrative proceedings and adds two new sections to chapter 1-26
