Grants parties in contested case proceedings the right to issue subpoenas to compel witness attendance and production of evidence on their behalf (amending § 1-26-18)

Authorizes agencies and their attorneys of record to subpoena witnesses and interested parties to produce records, books, papers, and documents in contested cases pursuant to § 15-6-45

Requires notice and a copy of any documentary evidence subpoena to be served on all parties to the matter before being served on the person directed to produce documents

Allows hearing examiners or administrative law judges to quash or modify subpoenas that are unreasonable and oppressive, or to require the requesting party to pay reasonable production costs as a condition of enforcement
