Authorizes municipal governing bodies to establish property tax rebate programs through local ordinance

Limits eligibility to owners of owner-occupied single-family dwellings located within the municipality

Restricts rebates to only the municipal portion of property taxes, excluding county, school, or other taxing district levies

Requires municipalities that establish a program to issue rebates to all applicants meeting the ordinance criteria

Adds a new section to South Dakota Codified Laws chapter 10-13 (municipal taxation)
