Application store providers must verify user age categories (child under 13, younger teenager 13-15, older teenager 16-17, or adult 18+) at account creation or by December 1, 2027 for existing accounts

Minor accounts must be linked to a verified parent account, and parents must provide affirmative consent before minors can download, install, or purchase apps or make in-app purchases

Parents must receive disclosures before consenting, including the app's age rating, content description, what personal data is collected and shared, and data protection methods

Violations are classified as deceptive trade practices: under $1,000 is a Class 1 misdemeanor, $1,000-$100,000 is a Class 6 felony, over $100,000 is a Class 5 felony; the attorney general may seek civil penalties up to $7,500 per violation

Effective December 1, 2026, with minors or parents able to bring private civil actions for actual damages or $1,000 per violation plus punitive damages and attorney's fees
