Technical colleges in South Dakota may join the state employee health benefits plan through agreements between the human resources commissioner and the technical college president, effective July 1, 2027

Eligible technical college employees must be permanent employees working 20 or more hours per week for at least six months per year

The employing technical college (LEA), not the state, must contribute to the plan at a rate no less than what the state contributes for other plan-eligible employees

Technical colleges handle their own payroll deductions for employee premiums and contributions, rather than the state processing these deductions

Participating technical college employees receive the same plan membership status and benefits as other plan-eligible state employees
