School district boards may adopt policies allowing children who turn 5 between September 1 and December 1 to enroll in kindergarten early

Eligible children must demonstrate the cognitive and social skills necessary to meet kindergarten standards and progress to first grade the following year

Districts adopting such policies must establish processes and procedures for evaluating children's cognitive and social skills

Parents may apply to enroll their child in a non-resident district if their home district has not adopted an early admission policy

Receiving districts must grant transfer requests for early-admitted kindergartners unless doing so would compromise their ability to provide a quality educational program
