Replaces the current enrollment-based tiered system for calculating school district general fund base percentages (40% for ≤200 students, 30% for 201-599 students, 25% for ≥600 students) with a new formula

New calculation method divides the district's June 30 general fund balance by the previous fiscal year's general fund expenditures, then multiplies by 100

Eliminates the requirement for the Department of Education secretary to use the lesser of current year or previous two years' fall enrollment when determining the base percentage

Allowable general fund cash balance remains defined as the general fund base percentage multiplied by the district's previous school year general fund expenditures
