Exempts victims of human trafficking or domestic abuse from the newspaper publication requirements under § 24-14-4 when applying for clemency through the Board of Pardons and Paroles

Applicants must submit a personal affidavit stating they are a victim of human trafficking, domestic abuse, or similar crimes from another state, and that their safety is at risk if personal information is published

Requires supporting affidavits from two professionals (from different agencies) confirming the victim status and safety concerns, selected from categories including law enforcement officers, prosecutors, parole agents, mental health professionals, licensed healthcare providers, addiction counselors, or victim advocates

Preserves all existing victim notification rights under the South Dakota Constitution (Article VI, § 29), chapter 23A-28C, and other applicable victim's rights laws
