Updates South Dakota's adoption of federal motor carrier regulations (49 CFR) to incorporate amendments through January 1, 2026

Exempts intrastate vehicles under 26,001 pounds from federal safety regulations (parts 390-397) unless they transport placarded hazardous materials or more than 15 passengers

Requires drivers to be at least 21 years old for interstate commerce, hazardous materials transport, or vehicles carrying more than 15 passengers; all other drivers must be at least 18

Classifies violations of motor carrier safety requirements (driver qualifications, hours of service, vehicle maintenance, inspections) as Class 2 misdemeanors

Classifies violations of hazardous materials packaging, loading/unloading, and driving/parking rules as Class 1 misdemeanors
