Removes the exception for mourning doves from hunting regulations on highways and public rights-of-way, allowing hunters to shoot mourning doves in these areas like other small game

Currently, hunters may take small game on qualifying highways and public rights-of-way "except mourning dove" — the bill strikes this exclusion in two places

Hunting on public rights-of-way remains prohibited on interstate highways, controlled access facilities, unimproved section lines not commonly used as public roads, and highways within parks, recreation areas, or game refuges

The 660-foot safety zone around occupied dwellings, churches, schoolhouses, and livestock continues to apply, requiring written permission from owners to hunt within that buffer

Violations remain a Class 2 misdemeanor, with mandatory one-year hunting privilege revocation for knowingly discharging a firearm within a clearly marked safety zone
