Appropriates $13,330,000 in donated funds to the Board of Regents for design and construction of an indoor athletics facility at the Beacom PREMIER Complex on Dakota State University's campus in Madison

Project scope includes furnishings, equipment, HVAC, plumbing, utilities, parking, landscaping, and potential relocation or expansion of the South Dakota National Guard motor vehicle storage complex

Cost adjustments permitted for inflation (using Building Cost Index) and new regulatory requirements, but total may not exceed 125% of the original $13,330,000 estimate

Board of Regents may accept additional federal funds, donations, or external sources; no project debt may become a liability against the state

Declared an emergency, taking effect immediately upon passage and approval
