Updates South Dakota building code references from previous editions to the 2024 edition of the International Building Code, International Property Maintenance Code, and International Residential Code published by the International Code Council

Applies the 2024 International Building Code as the design standard for non-residential buildings commenced after July 1, 2026, in jurisdictions without local building ordinances

Local governments retain authority to amend, modify, or delete portions of the adopted codes before enacting ordinances

Maintains existing exemptions for mobile/manufactured homes meeting HUD standards, farmsteads and accessory structures, single-family dwellings (no fire sprinkler requirements), and specialty resort/vacation home establishments

Prohibits municipalities from imposing residential building requirements more stringent than the 2024 International Residential Code
