Amends § 13-7-19.2 to require school board election recounts be completed before the annual board meeting held pursuant to § 13-8-10

Candidates defeated by a margin not exceeding 2% of total votes cast may request a recount within 5 days after the official canvass is completed

School district business manager must set the recount time/place and appoint a recount board, with each eligible candidate choosing one board member

If the recount board has an even number of members, the business manager appoints an additional member agreeable to all candidates; if no agreement, the Secretary of State makes the appointment

Recount board resolves all questions by majority vote and must proceed as expeditiously as reasonably possible
