Establishes a minimum wage of $1.25 per hour for inmates performing authorized work in correctional facilities

Requires correctional facilities to deposit 25% of inmate wages into a protected personal savings account that cannot be used to pay fines, restitution, or other obligations owed to the state

Mandates disbursement of the full personal savings account balance to inmates upon release by parole, suspended sentence, or final discharge

Directs quarterly transfer of interest earned on inmate savings accounts to the state crime victims' compensation fund

Expands permissible uses of the crime victims' compensation fund to include reimbursing law enforcement agencies and officers
