Requires the Senate to act upon all interim appointments made by the Governor to fill vacancies on boards and commissions, rather than allowing such appointments to stand without Senate action

Mandates that a person who resigns from a gubernatorial-appointed board or commission must continue serving until one of three events occurs: the Governor appoints a replacement with Senate consent, the Governor makes an interim appointment that the Senate acts upon, or a date specified in writing by the resigning person

Changes the Senate's action on automatic renominations from discretionary ("may") to mandatory ("shall") when the Governor fails to nominate someone for a new term by the tenth legislative day after the Legislature convenes

Clarifies that persons who have reached term limits cannot be deemed renominated and must leave the board or commission after the adjournment of the next legislative session following their term expiration

Applies to all boards and commissions whose members are appointed by the Governor with Senate consent, unless specifically exempted by law
