Prohibits the Department of Game, Fish and Parks from spending money on bounty payments for taking badgers, opossums, raccoons, striped skunks, red foxes, or other animals when the purpose is controlling nest predation

Amends two sections of South Dakota law (§ 40-36-9 and § 41-2-35) to add identical restrictions on bounty expenditures

Preserves the Department's authority to direct personnel, conduct programs, and adopt rules to control foxes, coyotes, feral dogs, prairie dogs, and other wild animals for purposes other than nest predation bounties

Expenses for authorized animal control programs may still be paid from the Department of Game, Fish and Parks fund or the state animal damage control fund
