Creates a 9-member Developmental Disability Service Delivery Committee to examine Medicaid waiver programs providing home and community-based services to individuals with intellectual and developmental disabilities

Committee will focus on streamlining provider biennial review and accreditation requirements, reducing administrative burden, and assessing whether current practices match system realities

Membership includes chairs of House and Senate health/human services and appropriations committees, plus 5 appointed legislators including one minority party member

Committee must meet at least once per year and submit an annual report to the Legislative Research Council Executive Board by December 31 with recommendations and proposed legislation

Act expires on January 1, 2030
