Creates a "federal voter" designation for applicants who register without citizenship documentation, limiting them to voting only in federal races (president, U.S. Senate, and U.S. House)

Mandates county auditors verify naturalization certificate numbers with U.S. Immigration and Naturalization Service when applicants submit certificates of naturalization

Repeals existing sections 12-3-1 and 12-3-1.1 of South Dakota law

Declares an emergency, making the law effective immediately upon passage and approval rather than following the standard effective date
