Amends South Dakota law to allow nondomiciled commercial learner's permits and driver licenses for individuals with H-2A, H-2B, or E-2 employment-based visas, or U.S. territory residents holding these visas

Requires non-citizen applicants (except lawful permanent residents) to present an unexpired foreign passport and Form I-94/I-94A at every issuance, transfer, renewal, and upgrade

Mandates the department verify immigration status through the SAVE (Systematic Alien Verification for Entitlements) system and retain application documents for at least 2 years

License expiration must match the I-94/I-94A expiration date or one year from issuance, whichever is sooner, with in-person renewal required along with proof of continued U.S. authorization

Licenses must display "nondomiciled" on the face, and holders who become ineligible must have their license downgraded by the department
