Defines "nonpublic school" as an institution governed by a body other than a publicly-elected board, created to instruct compulsory school age children in at least mathematics and English language fundamentals

Requires any English language instruction to be provided in a way that leads to mastery of the English language

Permits nonpublic schools to limit enrollment, charge tuition, receive federal or state grants/subsidies, and receive services from school districts

Prohibits nonpublic schools from receiving geographic tax territory assignments or state aid to education under chapter 13-13

Makes accreditation by the Department of Education or a recognized accrediting agency optional, and exempts teachers at nonaccredited nonpublic schools from state certification requirements
