Expands required notice content to include plans for mitigating dust, stormwater runoff, and noise from the operation

Requires larger mining operations to provide direct mail notification to all individuals living within a two-mile radius of the mine site

Expands notification recipients to include county commissioners, governing boards of municipalities within 10 miles, local broadcast media, and statewide public notice websites

Retains authority for the Secretary of Agriculture and Natural Resources to waive notice time periods in emergency situations when in the public interest
